Behavioural Skills — Propose a Skill

Sketch a new skill without leaving the browser. By default this opens a pre-filled GitHub issue using CONTRIBUTING.md's template — no account setup beyond GitHub itself. If this deployment has a submission endpoint configured, it posts there instead. See site/propose.js for the one constant that switches between the two.
